PITTSBURGH PUBLIC SCHOOLS

TRANSPORTING STUDENTS IN EMPLOYEE-OWNED/OPERATED MOTOR VEHICLES

Please be reminded that no employee of the School District of Pittsburgh shall transport any student of the School District of Pittsburgh in the motor vehicle owned or operated by the employee under any circumstances except as set forth below:

  1. Medical Emergency
    When in the judgment of school personnel, a student is experiencing a medical emergency and student is unable to be transported to the closest hospital by police, paramedics or other agencies designed to render appropriate medical treatment.

  2. Home Emergency
    Where the parent or guardian of a student has experienced a serious accident or has died and the student’s presence is requested at home.

  3. Bus Emergency
    Where a student is left at school after the bus has departed and no other transportation is available.

  4. Committee Participation
    Where a student representative on district-wide committees is seen as essential to the work of the committee, such as discipline committee, public relations committee, etc.

  5. Student Activities at Administration Building
    Where illustratively a student is receiving a distinguished achievement award or student editors hold a press conference with the Superintendent, Board Members, etc.

  6. Athletic and Other Events
    Where the number of participants is so small as to make a bus or cab transportation cost prohibitive and/or unreliable.

  7. Magnets and Other Special Programs
    Where student must be transported from magnets and other special programs for the purpose of recruitment.

  8. Physical Examinations
    Where student must be transported to the Administration Building for physical examinations.

  9. Reward
    Where students are rewarded, with the parent’s permission for a special project or an especially well done job by a lunch or special event away from the school.

  10. Evening Events
    Where the key participant in an event does not have any other means of transportation.

  11. Placement
    Where another means of transportation is not available to a student so that the student may go to get a work permit, to an appointment, or to an interview.

  12. Community-Based Training for Students in the Program for Students with Exceptionalities
    Where Special Education Teacher/staff members of students assigned to the Program for Students with Exceptionalities must transport the student(s) to a community-based training site.

This memorandum will supersede and replace all previous memoranda issued from the Pittsburgh Public Schools relating to the subject.

When an employee of the School District of Pittsburgh transports a student of the School District of Pittsburgh in the motor vehicle owned/operated by the employee under any of the 12 circumstances set forth above, the automobile of the employee shall be considered to be in the possession or control of the School District of Pittsburgh as that phrase is used in §8542 (b) (1) of the Political Subdivision Tort Claims Act.
