Contract Language Designed to Prevent Furloughs The PFT contract contains specific language designed to prevent furloughs. That language prevents a multiple-certified teacher from switching from one area of certification to another if that switch will cause the furlough of another teacher. Example: A special education teacher who is also certified in elementary education may not switch to an elementary position if that switch would result in the furlough of an elementary teacher.
